Sir,
Enclosure No. 2.
54
Government Marine Surveyor's
Office,
Hong Kong, 25th June, 1937.

of Trade Circular 297 dated 1st April, 1937 (attached) which shows that the Ship Survey Establishment of the Board of Trade consists of a total of 212 appointments comprising 127 Surveyors, (revised salary £400-£650), 65 Senior Surveyors (revised salary £650-£800) and 20 Super-Scale Posts as compared with the figures 196, 135, 41 and 20 respectively
which were shown at the foot of Diagram "A".
3.

the number of Senior Surveyorships at home provides for all officers of average calibre a salary-career-expectation of
£400-£800 per annum.

Relating the present maximum total emoluments
of the Surveyors of Ships in Hong Kong (£825 rent allowance
£907) to those of the Surveyors of Ships in the United Kingdom (£800), the Colonial Recruitment Inducement Factor (C.R.I.F. in Table B) is found to be of the low order of 1.13
in contrast with 1.61 for similar positions in the Malayan
